With the Bihar Assembly elections approaching, the Congress Party has intensified its outreach efforts by launching the Har Ghar Adhikar Abhiyan and unveiling a new set of welfare promises under the Bouquet of Guarantees Campaign. The campaign was launched on Monday at Sadakat Ashram in the presence of Bihar Congress President Rajesh Ram and state in-charge Krishna Allavaru.
The party’s new promises include providing legal rights to employment and healthcare, in addition to earlier commitments. Speaking at the event, Rajesh Ram highlighted key schemes in the party’s guarantee package such as the Mai Behan Maan Yojana, a monthly pension of Rs 1,500 for senior citizens and persons with disabilities, 200 units of free electricity, free medical insurance coverage of up to Rs 25 lakh, and allocation of up to five decimals of land for landless families to build homes.
Other assurances include a startup fund, lakhs of government jobs, and assured crop procurement at the Minimum Support Price (MSP).
Krishna Allavaru emphasised that just as Congress had earlier given the people the Right to Education, Right to Food, and Right to Information, it now intends to provide the Right to Employment and Right to Health in Bihar. He also confirmed that grassroots-level campaigns such as Chaupal, Mai Behan Maan Yojana, and Har Ghar Jhanda Abhiyan will continue.
Ahead of the launch, a key strategy meeting was held with Congress MLAs, MLCs, senior leaders, department heads, and party workers. Among those present were Shakeel Ahmed Khan, Madan Mohan, Sushil Pasi, Abhay Dubey, Shahnawaz Alam, Devendra Yadav, Premchand Mishra, Rajesh Rathore, and other senior leaders.
The Congress appears to be making a determined push to regain voter confidence in Bihar by promising a blend of rights-based governance and targeted welfare schemes.
