Bihar Budget 2026-27: Diesel Buses To Be 100% Phased Out; 400 New Electric Buses And 2,000 Charging Stations Announced

The state government will promote CNG and electric-powered vehicles to encourage pollution-free transport. This is the main focus of the state government in the new budget.

Phasing Out Diesel Buses For A Green Fleet

To this end, all diesel-powered buses will be phased out. There is a plan to convert 100 per cent of diesel-powered buses to CNG or electric vehicles. More than 500 green bus stops will also be introduced across the state.

Expansion Of CNG And EV Charging Infrastructure

In addition, CNG stations will be established in all blocks of the state to cover the gram panchayats. Similarly, charging facilities for heavy motor vehicles will be developed in all blocks to promote public e-vehicles in rural areas. The target is to establish more than 2,000 public charging stations across the state. More than 1,000 pollution testing centres covering all blocks will also be established.

Current Progress And PM E-Bus Scheme

According to the department, 38 private diesel-powered city buses in Patna have so far been converted to CNG. The Bihar State Road Transport Corporation is operating 266 CNG and 25 electric buses. There is also a plan to operate 400 electric buses under the PM e-Bus scheme. These buses will be operated in major cities such as Patna, Muzaffarpur, Gaya, Bhagalpur, Darbhanga and Purnia.

Women's Safety And Pink Bus Services

Additionally, the number of Pink Buses for women will be increased. Currently, a total of 100 women-special Pink Buses are being operated in the aforementioned six cities.

Driving Schools And Testing Tracks In Subdivisions

The budget has announced the establishment of driving testing tracks in every subdivision of the state to ensure the easy availability of driving licences to the public and strict monitoring of driving tests. Emphasis will also be placed on establishing driving schools under the Motor Vehicle Driving Training Institute Promotion Scheme, for which a grant of 20 lakh is being provided. So far, grants have been provided to beneficiaries for the construction of 35 motor vehicle driving training institutes in 29 districts.

Mukhyamantri Vahan Chalak Kalyan Yojana

The Chief Minister's Vehicle Driver Welfare Scheme (Mukhyamantri Vahan Chalak Kalyan Yojana) has also been notified for the socio-economic upliftment and increased efficiency of drivers of trucks, buses, autos, and taxis and their families.

Budget Allocation And Scheme Head Reductions

The budget allocation for the transport department has decreased by approximately 179 crore this time; this amount has been reduced entirely from the scheme head. In the financial year 2025-26, the budget for the tourism department was Rs 530.99 crore, of which Rs 248 crore was under the scheme head. Meanwhile, in the financial year 2026-27, the department's total budget has decreased to Rs 351.44 crore. Within this, an allocation of Rs 103.44 crore has been made under the scheme head.
