In a significant step toward tightening law and order, Deputy Chief Minister and Home Minister Samrat Choudhary on Wednesday directed senior police officials to completely shut down illegal moneylending networks known as “gunda banks” across the state.
Speaking at an appointment letter distribution ceremony for newly recruited Steno Assistant Sub-Inspectors at Sardar Patel Bhavan, Choudhary said only institutions authorised by the Reserve Bank of India (RBI) would be allowed to operate as lenders in Bihar.
He noted that several anti-social elements lend money at exorbitant interest rates, often forcing borrowers to mortgage their land, and stressed that eliminating this system is a top priority for the government. Legal action will be taken against anyone running such illegal operations, he added.

The Home Minister instructed district SPs to conduct alternate-day inspections of police stations and engage regularly with the public. He also emphasised ensuring speedy trials in serious criminal cases.
To strengthen surveillance and modernise policing, Choudhary announced that around 10,000 AI-based cameras will be installed statewide. CCTV coverage will extend to railway junctions, cities, major intersections, and the entry and exit points of every village. The project will be implemented in coordination with the Panchayati Raj Department.
At the event, appointment letters were distributed to 48 of the 54 newly selected Steno Assistant Sub-Inspectors, including 18 persons with disabilities and 29 women. The recruits also took an oath of integrity and prohibition.
Choudhary highlighted that the Bihar government has ensured transparent recruitment processes since 2005, noting that more than 7.5 lakh appointments were made between 2005 and 2020, and over 11.5 lakh youth have secured government jobs in the past five years.
The Home Minister said the sanctioned strength of Bihar Police currently stands at 2,29,651 personnel. This year, 21,391 constables were appointed and are undergoing training, while the written exam for 19,838 constable posts is complete and physical tests will begin soon. Their recruitment will be finalised by March 2026.
Training for 1,218 Sub-Inspector trainees is underway at Rajgir Academy, and recruitment for another 1,799 SI posts has been advertised. Additionally, training for 19 DSP-rank officers selected through the Bihar Public Service Commission is ongoing, while exams for 4,300 Driver Constable posts have also been conducted.
Additional Chief Secretary (Home) Arvind Kumar Choudhary, DGP Vinay Kumar, and other senior officials were present at the event.
