The Bihar government has initiated a vehicle scrapping program targeting vehicles over 15 years old, aiming to reduce air pollution across the state. Scrapping centers have been established in Patna and Vaishali to facilitate this process. Since January 2023, the Transport Department has received 1,611 scrapping applications, including 748 defense vehicles, 308 government vehicles, and 555 private vehicles.
To encourage vehicle owners to participate, the government is offering substantial tax exemptions and concessions. New vehicle registrations based on the Certificate of Deposit (COD) receive tax benefits, with private vehicle owners granted a 25 per cent tax rebate and commercial vehicle owners a 15 per cent discount on scrapping fees.
Government vehicles are fully exempted from motor vehicle tax, green tax, road safety cess, and penalties, while non-transport and transport vehicles receive 90 per cent tax exemption and complete penalty waiver.
Additionally, vehicle owners are eligible for a one-time exemption from all pending dues until March 31, 2026. The Transport Department has also issued directives to scrap government vehicles older than 15 years.
Transport Minister Sheela Kumari emphasised the government's commitment to easing the scrapping process, stating that owners will not face financial losses and will benefit from tax relief on new vehicle purchases.
Owners of private vehicles seeking scrapping can apply online through the Ministry of Road Transport and Highways portal at https://vscrap.parivahan.gov.in. The vehicles will be acquired and scrapped by authorised Registered Vehicle Scrapping Facilities (RVSF).
