Bihar Health Minister Mangal Pandey emphasised that enhancing the effectiveness of First Referral Units (FRUs) is a key priority for the government. Additionally, efforts are underway to improve facilities for cesarean deliveries in FRUs. He stated that cesarean delivery services in FRUs will be widely promoted, with information about the facility displayed on boards within these units.

Pandey highlighted a notable increase in the number of operational FRUs in the state, rising from 69 in August 2024 to 106 by March 2025, marking a significant improvement in maternal health services. This expansion ensures timely access to specialist medical care for rural and remote populations.

The Health Minister noted that the department is focused on ensuring that each FRU conducts 5 to 10 cesarean deliveries as per standards to safeguard mothers and newborns in emergencies.

To support this, doctors will be deployed to address any challenges, and civil surgeons along with district program managers have been instructed to take corrective actions to ensure that cesarean deliveries can take place even during night shifts.

Additionally, informational boards will be placed in district hospitals to increase awareness of FRU services. These boards will indicate that cesarean deliveries are provided free of charge and will display the mobile numbers of the Civil Surgeon and District Program Manager to help the public access accurate and reliable information.
