Despite directives from senior authorities, salary fixation and pay protection for a large number of vishisht shikshaks (special teachers) remain incomplete across Bihar. During a recent review, the Additional Chief Secretary found that the process has been finalised in only 12 districts so far.

Araria, Arwal, Aurangabad, Jamui, Katihar, Khagaria, Kishanganj, Lakhisarai, Madhepura, Nalanda, Nawada, and Sheikhpura are the only districts where teachers have received salaries with pay protection benefits.

Citing delays, the ACS has issued strict instructions to officials in 26 districts, including Muzaffarpur, to complete salary disbursement within three days. District Education Officers (DEOs) in areas where less than 95 per cent of special teachers have been paid have been asked to submit explanations. In Patna and Purnia, only 62 per cent of teachers received their October salaries, prompting orders to initiate Form-K proceedings.

Officials have also been directed to clarify the reasons behind pending salary payments for September and October.

The Postgraduate English Department of BRA Bihar University will host a two-day international seminar on “Western and Indian Theory and Praxis: Major Issues and Their Contemporary Relevance” on December 15-16.

The event will feature prominent speakers, including Padma Bhushan awardee Prof Kapil Kapoor, Prof David Walter Anshen (University of Texas, USA), Prof Pramod K Nayar, BHU English HoD Prof Anita Singh, Prof Ramanand Rai, Prof Alok Kumar (Gorakhpur University) and Prof Amrit Sen (Visva-Bharati University).

Preparations are underway, and the brochure has been released. Former HoD Prof Madhu Shalini has been appointed the organising secretary. Research scholars may submit abstracts until 20 November, while the deadline for full papers is December 5. Submissions will also be accepted via email.
