The Revenue and Land Reforms Department of Patnahas temporarily halted the mutation of apartment land in the names of flat owners, leading to confusion among property holders. However, officials have assured that this is a temporary suspension, and the process will resume once new software provisions are implemented.
A fresh procedure is being developed to address the mutation of land related to apartments and flats. Until this framework is finalised, flat owners have been advised not to submit online applications or visit zonal offices for mutation-related queries.
The department previously issued a circular to all Divisional Commissioners and District Magistrates, referencing the Bihar Land Mutation Acts of 2011 and 2012. It noted that some zones were conducting land mutation in the name of flat holders for land purchased for apartment construction or received via agreement — a practice not supported by the current law or software infrastructure.

The department explained that, although flat buyers receive ownership of land post-registration, the specific portion of land corresponding to each flat is not clearly demarcated. Since mutation requires clearly defined boundaries, conducting it in the name of individual flat owners could lead to legal and administrative complications in the future.
The mutation process and supporting software for apartment land are currently under development. Flat owners are advised to refrain from taking any action regarding mutation or jamabandi of their property at this stage.
