In a major push towards industrialisation, the Bihar government is preparing to create a startup ecosystem across all higher education institutions. Acting on the directives of Chief Minister Nitish Kumar, the Education Department and Industries Department will jointly work to equip students with future-ready entrepreneurial skills.

Industries Minister Dr Dilip Kumar Jaiswal said the initiative will be expanded in a phased manner to maximise employment opportunities. As part of this plan, startup cells will soon be established in all universities, engineering colleges and polytechnic institutes, while infrastructure within campuses will be strengthened. The government will also ensure necessary facilities and security for young entrepreneurs setting up industries in the state.

A senior Education Department official said the government has prioritised employment and self-employment for youth. Students will now be taught earning skills along with their regular studies, and a detailed proposal has been prepared to advance startups in every university. An action plan is being formulated with the Industries Department to develop a robust startup ecosystem aimed at transforming students from job seekers into job creators.

The initiative will promote entrepreneurship, skill development, and incubation support in higher education institutions, giving students an environment to develop and launch successful enterprises.

According to the proposal, students will receive seed funding, mentorship, and incubation support to help them become entrepreneurs. The incubation centres will provide guidance, workspace, financial assistance, networking opportunities, and technical support, with experienced professionals mentoring students through the early stages of their ventures.

After completing their studies, youth will also be offered skill development, management, and marketing training to enhance employability or support entrepreneurship. The government plans to facilitate initial capital, expand student-investor access, and strengthen networking avenues.

Officials added that eligible young entrepreneurs can avail a Rs 20 lakh grant under the Centre’s Startup India Seed Fund Scheme. However, they must first acquire essential business skills. To support this, the state is strengthening incubation centres and establishing knowledge hubs across educational institutions.
