The Bihar Police has issued a stern advisory to all vehicle owners and drivers in the state to update their mobile numbers and addresses in the registration certificate (RC) and driving license (DL) databases within the next three months. Failing to do so could lead to the suspension of documents and a halt in the renewal of pollution certificates, DL, and RC, senior officials warned on Tuesday.

Addressing the media at the Police Headquarters, ADG (Traffic) Sudhanshu Kumar stated that the move follows the new Standard Operating Procedure (SOP) issued by the Ministry of Road Transport and Highways to enhance the e-challan recovery system. The Bihar government has formally adopted the SOP.

Key Measures And Timelines Announced:

-Mandatory Update Deadline:

All vehicle owners will have three months to update their mobile number and address linked with the DL and RC.

-Consequences for Non-Compliance:

If the data isn't updated within the stipulated time, the renewal of RC, DL, and pollution certificates will be suspended, and penalties may be imposed. Suspension for over three months may also be considered.

-New Self-Update System:

A QR-code-based system will soon be introduced to allow users to update their contact details voluntarily via the Vahan and Sarathi portals. An annual update campaign will also be launched.

-Monitoring Mechanism:

Dashboards will be developed at both district and state levels to track e-challan payments and enforce recovery. Policemen’s body-worn cameras will also be integrated into these systems for live monitoring.

Changes in E-Challan System:

-No More Photo-Based Challans:

The earlier system, where challans were issued via pictures taken from mobile phones, has been discontinued.

-Timely Notifications:

Under the SOP, e-challan notices must now be sent digitally via SMS or WhatsApp within 3 days, and physically within 15 days.

-90-Day Compliance Period:

If the challan is not paid within 90 days, the individual's DL and RC will be suspended. A daily alert notice will begin from the 75th day onward.

-Grievance Redressal Window:

If an individual believes a challan is wrongly issued, they can challenge it within 30 days through an upcoming online platform. If not resolved in time, the challan will be automatically considered cancelled. However, if upheld, the fine must be paid within 15 days of the ruling.

ADG Sudhanshu Kumar emphasised that the goal is to recover up to 90 per cent of fine amounts issued through e-challans and to ensure a more transparent and efficient system of traffic law enforcement across Bihar.
