As part of the Special Intensive Revision (SIR) 2025 of the voter list ahead of the upcoming Assembly elections, the Election Commission of India (ECI) has introduced a simplified process for filling out the online enumeration form. Voters can now conveniently submit their details and required documents through the official portal https://voters.eci.gov.in, using a mobile-friendly and secure login system.

To facilitate wider public participation, the Commission has also issued a barcode link directing users to the online form and urged all eligible voters to complete the process digitally.

According to officials, the portal offers a “Fill Enumeration Form Online” tab, accessible through the voter services section. Voters can log in using either their mobile number or EPIC (Voter ID) number, following which an OTP verification enables secure access to the form. Users can then upload necessary documents and update their details with ease.

The required fields in the form include:

-Latest photograph

-Date of birth

-Aadhaar number (optional)

-Names and EPIC numbers of parents or legal guardians (optional)

-Name and EPIC number of spouse (optional)

-Residential address

-Mandatory signature upload

Additionally, the voter must choose one of the declaration categories that reflect their citizenship status or date and place of birth.

These include:

1. Inclusion in Bihar's voter list as of 01.01.2003

2. Birth in India before 01.07.1987

3. Birth between 01.07.1987 and 02.12.2004

4. Birth after 02.12.2004

5. Birth outside India

6. Citizenship acquired through registration or naturalisation

Voters are required to upload supporting documents as specified by the Election Commission based on the selected category. After completing the declaration and previewing the filled form, they can submit it online. A confirmation SMS will be sent to the registered mobile number once the form is successfully submitted.

Officials have highlighted that the online facility aims to make the voter registration and enumeration process more efficient, transparent, and accessible, especially in the run-up to the 2025 Bihar Assembly elections.
