With the Central Government’s recent announcement to include caste enumeration in the national census, attention has now shifted to the possible module that will be used to conduct the survey. While no official framework has been released yet, Bihar’s caste-based census model is emerging as a likely reference.

During its survey, Bihar not only recorded caste details but also gathered comprehensive data on the economic status of citizens. This included information such as employment type, number of earners per family, self-employment details, vehicle ownership, and even household amenities like mobile phones and televisions. This approach enabled the state to identify families earning less than Rs 6,000 per month and extend financial aid under self-employment schemes.

The Bihar government also made extensive use of technology in the process. The General Administration Department developed an app through which enumerators uploaded daily data directly to secure servers. 

This ensured transparency, real-time tracking, and efficient monitoring of the entire process. Experts believe that if the Central Government adopts Bihar’s module, it will make the formulation of targeted welfare schemes easier and more data-driven.
