Bihar Assembly Elections: The Chief Election Commissioner of India Gyanesh Kumar, on Sunday listed a number of measures being taken by the Election Commission for the upcoming Bihar Assembly Elections.

Kumar, who, along with two other Election Commissioners, is on a visit to Bihar to take stock of preparations and meet the representatives of the political parties, held a press conference in Patna.

During the press briefing, he said that the term of the 243-member Bihar Assembly is ending on November 22 and the poll body will conclude the electoral process by then.

What measures are being taken?

He also spoke about the measures being taken to enhance transparency and make the poll exercise more user-friendly. These measures include:

Polling Station Voter Cap: CEC Kumar stated that the poll body has decided to cap the number of voters at each polling station at 1,200 to ensure a smooth and less time-consuming voting process.

ID Cards for BLOs: As per the preparations for the upcoming polls, the Election Commission will provide the identity card to each of the BLOs so that they can be identified while approaching the voters.

100 per cent webcasting: The poll body has announced to conduct 100 per cent webcasting at all polling stations during the voting for the upcoming Bihar polls.

EVM reforms: The Election Commission said that when the ballot paper is inserted into the EVM, the photo on it is black and white, making it difficult to identify, even though the election symbol remains. To overcome it, the coloured photographs of the candidates will be used in EVMs.

Additionally, there was a suggestion to enlarge the serial numbers of EVMs, which was accepted by the poll body. Bihar elections mark the beginning of these EVM changes in the electoral process.

VVPAT counting: The poll body has now made VVPAT counting compulsory if there is a mismatch in Form 17C, which the presiding officer gives to polling agents, and in the EVM counting unit.
