Muzaffarpur District Magistrate Subrat Kumar Sen announced a comprehensive development roadmap for the new year on Wednesday, headlined by a major proposal to expand the city's boundaries. Addressing a press conference in the Collectorate auditorium, the DM confirmed that the district administration has sent a proposal to the state government to incorporate 56 villages from 19 surrounding panchayats into the city.
City Expansion And Urban Planning
The expansion proposal, designed to guide the city’s development for the next 30 years, is expected to receive government approval in the coming year, likely before the upcoming Panchayat elections. Once approved, these villages will begin receiving full urban facilities.
The new city boundaries will extend as follows:
North: Including ChakHabibulla Thana, Chakmundi, Mohiuddinpur, Jhaphan, Hasanchak, Kolhua Bhikhanpura, Mithansarai, and Lashkaripur.
South: Covering Pakri Ismail, Ratwara, Parmanandpur, Madapur, Daria Chhapra, Dighra Rampur Sah, and MadhopurSusta.
East: Encompassing BishanpurGiddha, Raghunathpur Jagdish, Rohua Rajaram, KanhauliBishundutt, Harpur, and Patiyasa.
West: Incorporating ChhapraDharmpur, Madhuban Jagdish, Barmatpur, Khakhra, Panapur Khurd, Mian Pakri, Shubhankarapur, and Mathurapur.
Specific villages from the Kanti, Marwan, Kurhani, and Mushahari circles have been identified for inclusion. Notable areas include Dadar Kolhua and Sadatpur in Kanti; Shubhankarapur and Fatehpur in Marwan; DariyapurKafen in Kurhani; and a significant number of villages in Mushahari, such as Bhikhanpur, Ahiyapur, Gobarsahi, and Khabra.
Infrastructure And Industrial Development
Highlighting the year's achievements, DM Sen noted the successful commencement of the Hajipur bypass work and the establishment of major industrial units like Pearl and Cosmos in Bela. A Rs 390 million scheme is currently underway to redevelop the Bela industrial area with new roads, drains, and street lighting.
Looking ahead, the administration is prioritizing the "Haldia-Raxaul expressway" and a new Ring Road project, undertaken by the central government and NHAI, to alleviate traffic congestion. Key infrastructure projects slated for completion in the new year include:
- Road overbridges at Gobarsahi and Ramdayalu.
- Four-laning of the Muzaffarpur-Sitamarhi road.
- The Chandwara bridge and a parallel bridge at Akharaghat.
- A 3.5-kilometre bridge over the Bagmati river on the Garha-Aurai road.
- Widening of the Chandni Chowk-Bakhri road.
Additionally, work will commence on the Muzaffarpur-Barauni four-lane road and a new Rs 1.11 billion power grid between Garha-Ghaighat and Bochahan. To support local business, a weekly 'UdyamiSamvad' (Entrepreneur Dialogue) will be held. Industrial expansion continues with a 700-acre area in Paru, a leather cluster in Mahwal, and a food park in Motipur. A 200-bed hostel for BIADA female workers is also under construction.

Civic Amenities And Electoral Achievements
The district is also upgrading its civic and health infrastructure. Construction is underway for a 2,000-capacity auditorium at Daudpur Kothi under the Champaran Satyagraha initiative. New block offices are being built in 13 blocks, alongside a new G+3 building in the Collectorate. Health facilities will see a boost with a new homeopathic college, hospital, and hostel costing Rs 1.1 billion, as well as new Critical Care Units at Sadar Hospital and SKMCH.
Reflecting on recent successes, the DM praised the district for the successful organization of the Assembly election and a special intensive voter revision. In the first phase, Muzaffarpur recorded the highest voter turnout percentage. The district also entered the India Book of Records for a voter pledge program where over 2.1 million voters took a pledge to vote.
Extending New Year greetings to the residents, DM Sen affirmed that the district is rapidly advancing and he is personally monitoring the swift execution of these developmental projects.
