Despite the installation of traffic signals across Muzaffarpur, traffic conditions remain largely unchanged, with frequent violations continuing unabated. In response, the Transport Department has decided to intensify enforcement measures. Officials have begun preparations to take strict action against individuals who fail to clear three consecutive traffic fines.
According to officials, more than 46,000 vehicle owners have been identified for repeated violations, each with over three pending fines. The department has initiated proceedings to cancel the vehicle registrations of those who do not clear their dues.

Between January 1, 2025, and October 31, the traffic police issued fines to over 29,000 vehicle owners, collecting more than Rs 4.52 crore in penalties. Of this, 19,000 challans worth Rs 2 crore were issued through the ICCC system, while the traffic police issued additional fines amounting to Rs 2.5 crore.
Officials noted that penalties were imposed for a wide range of offenses, including driving without a licence, insurance, registration certificate, or pollution certificate; overspeeding; jumping traffic signals; entering no-entry or one-way roads; using mobile phones while driving; wrong-side driving; dangerous driving; smoking while driving; using modified silencers; illegal parking; triple-riding; not wearing seatbelts; underage driving; and operating commercial vehicles without permits or with black-tinted windows.
Authorities believe the move will help improve road discipline. However, experts say enforcement must be supported by sustained awareness drives to ensure long-term behavioural change.
Without public awareness and education, punitive measures alone may not be sufficient to achieve the goal of a safer and more efficient traffic system.
