Jan Suraaj Convenor Prashant Kishor has come up with a plan to revolutionise the education system of Bihar, which he claimed would benefit the state if implemented timely. The political strategist unveiled the plan at Jan Suraaj Padyatra, where he suggested targeting the grassroots level of education in the state.
Prashant Kishor proposes a reallocation of the state's education budget, advocating for creating world-class schools in each block to ensure accessible quality education for all sections of society in Bihar.
Kishor criticised the current expenditure of Rs 40,000 crore on Bihar’s education, which he believes yields subpar outcomes instead he suggested redirecting Rs 15,000 crore from this budget to develop new educational infrastructures, similar to the renowned Netarhat school model, which he stated was a beacon of excellence when Bihar and Jharkhand were a single state.
The 'Netarhat' plan, as outlined by Kishor, involves constructing a school comparable to Netarhat in every block, requiring an annual investment of approximately Rs 1,500 crores. He called on to build one world-class school per block each year, culminating in five such institutions over five years.

Prashant Kishor stated that his strategy focuses on shifting from bringing schools to children to bringing children to exemplary schools. He projects that if a Netarhat-like school is established in each block annually, there will be ten such schools in a decade.
The plan by the political strategist claims to transform the educational landscape of Bihar but turning the plan into reality didn’t seem to be an easy task as the plan’s success hinges on the effective allocation of resources by the state.
