- 8th Pay Commission consultations ongoing nationwide.
- 3.0x fitment factor could significantly boost basic pay.
- Level 7 HRA may exceed Rs 40,000.
The 8th Pay Commission have been continuously engaging with stakeholders as part of its nationwide consultations since it was constituted in November last year. After a meeting with stakeholders concluded in Jaipur, the Commission is scheduled to visit Puducherry on September 9.
Meanwhile, the commission has been receiving demands and suggestions pertaining tothe Old Pension Scheme, fitment factors, House Rent Allowance (HRA), and family unit definitions. These parameters will directly shape the revised pay structures for central government employees.
Meanwhile, employee unions emphasise that if the government adopts a 3.0x fitment factor, the monthly HRA component alone for Pay Level 7 officers could exceed Rs 40,000.
Inspector to Section Officer: How Salary Could Be Revised at 3.0 Fitment Factor
Under the Seventh Pay Commission, entry-level basic pay for Pay Level 7 positions (such as Inspectors and Section Officers) stands at Rs 44,900 per month. If the 8th Pay Commission recommends a 3.0x fitment factor, then their pay scale would increase threefold to Rs 1,34,700 (Basic Pay).
Because HRA is computed as a direct percentage of basic pay, the allowance will experience a proportionate upward adjustment alongside basic salary revisions.
HRA entitlements vary according to city classification (Categories X, Y, and Z).
Category X (Major Metropolitan Centres - 30%): Rs 40,410 per month
Category Y (Tier-2 Cities - 20%): Rs 26,940 per month
Category Z (Smaller Towns - 10%): Rs 13,470 per month
Basic Pay and HRA Calculation According to 3, 2.5 and 2 Fitment Factors
Fitment Factor | Revised Basic Salary | 'X' City HRA (30%) | 'Y' City HRA (20%) | 'Z' City HRA (10%) |
3.0x | Rs 1,34,700 | Rs 40,410 | Rs 26,940 | Rs 13,470 |
2.5x | Rs 1,12,250 | Rs 33,675 | Rs 22,450 | Rs 11,225 |
2.0x | Rs 89,800 | Rs 26,940 | Rs 17,960 | Rs 8,980 |
Even if the pay revision considers a 2.5x fitment factor—rather than the requested 3.0x—the basic salary for Level 7 employees would still see a significant increase to Rs 1,12,250. Under this scenario, the House Rent Allowance (HRA) would be adjusted accordingly.
