The Modi government on Monday released operational guidelines for the implementation of the 'Model Solar Village' component under the PM-Surya Ghar: Muft Bijli Yojana, which was introduced in February this year. Under the scheme component, emphasis has been placed on establishing one model solar village in each district throughout India, to encourage the adoption of solar energy and enable village communities to become self-sufficient in terms of energy requirements, the Ministry of New and Renewable Energy (MNRE) said in a statement.

A financial outlay of Rs 800 crore has been allocated for this component, with each chosen Model Solar Village receiving Rs 1 crore, the ministry stated. The scheme guidelines for the implementation of the Model Solar Village were issued by the MNRE on August 9, 2024.

The selection process involves a competitive mode in which villages are assessed on their overall distributed renewable energy capacity that has been installed six months after the declaration of the potential candidate by the district-level committee (DLC).

According to the guidelines, to be considered under the competitive mode, a village must be a revenue village with a population of over 5,000 (or 2,000 for special category states). The implementation of this scheme will be carried out by the State/UT Renewable Energy Development Agency under the supervision of the District Level Committee (DLC), ensuring that the selected villages effectively transition to solar-powered communities, acting as models for other villages around the country.

The Government of India approved the PM-Surya Ghar: Muft Bijli Yojana on February 29, 2024, to increase the share of solar rooftop capacity and empower residential households to generate their electricity. The scheme has an outlay of Rs 75,021 crore and is to be implemented till 2026-27.
