The long-standing problem of incorrect or missing water bills in the national capital remains unresolved, prompting the Delhi government to prepare changes in the existing billing system. Water Minister Pravesh Verma said that nearly 60 per cent of water consumers in Delhi are not receiving their water bills.
Addressing the issue, the minister said Delhi currently has around 29 lakh registered water connections, which is far less than the actual number of households in the city. He noted that only about 40 per cent of registered consumers are receiving regular water bills, while many complain of not receiving any bills for months, followed by the sudden issuance of large cumulative bills.

“The billing system needs to be improved. Changes in the software are required to make it more customer-friendly and transparent,” Verma said, adding that technical upgrades are essential to ensure timely and accurate billing.
The issue of non-receipt of bills has also impacted the implementation of the Late Payment Surcharge (LPSC) waiver scheme. The Delhi government had earlier introduced the scheme for domestic consumers, offering a 100 per cent waiver on late payment charges for those who clear their outstanding water bills by January 31.

Officials said the LPSC waiver scheme will now be extended to the commercial category as well, with the government hoping that improvements in the billing system will lead to better compliance and relief for consumers.
