Considering the improvement in air quality in the National Capital Region (NCR) and surrounding areas, the Commission for Air Quality Management (CAQM) has decided to withdraw the restrictions implemented under Stage-3 of the Graded Response Action Plan (GRAP) with immediate effect. This order was issued on January 22, 2026.

According to the Commission, due to favorable weather conditions, Delhi's Air Quality Index (AQI) has decreased and was recorded at 322, which was previously in the ‘Severe’ category. According to forecasts by the India Meteorological Department (IMD) and IITM, the AQI is likely to remain in the "Moderate" to "Poor" category in the coming days.

Why Was Stage-3 Removed?

After reviewing the air quality and weather forecast, the GRAP sub-committee found that pollution levels are continuously improving. Based on this assessment, the decision was taken to revoke the Stage-3 order that was implemented on January 16, 2026.

Stage-1 And Stage-2 Remain Strictly Enforced

However, the Commission has clarified that Stage-1 and Stage-2 of GRAP will remain applicable as before. All concerned agencies have been directed to implement pollution control measures under these stages even more strictly to ensure that the air quality does not deteriorate back to the ‘Severe’ or ‘Severe Plus’ categories.

Rules For Construction Activities

The CAQM has clearly stated that any Construction & Demolition (C&D) projects that were specifically ordered to close due to violations of rules will not resume under any circumstances without special permission from the Commission.

CAQM’s Appeal To Citizens

Keeping the winter season in mind, the Commission has appealed to citizens to strictly follow the Citizen Charter issued under GRAP Stage-1 and 2. Citizens are advised to avoid using vehicles unnecessarily and to refrain from burning garbage or leaves.

The GRAP sub-committee has stated that it will maintain a constant watch on the air quality of Delhi-NCR, and strict measures may be taken again if the situation deteriorates.
