In a significant move to address the long-standing grievances of parents, the Delhi government has secured approval from Lieutenant Governor VK Saxena for a new law designed to regulate fees and ensure transparency in private schools. This legislation aims to make education transparent, accountable, and affordable for all.
Background
A Decade of Arbitrary Hikes Over the last ten years, numerous private schools in Delhi have consistently increased fees without valid justification. These hikes often included non-tuition components—such as development fees, annual fees, and maintenance fees—imposed without consultation or transparency.
Financial Burden: This unilateral approach has placed an immense financial burden on parents.
Regulatory Failure: Education experts note that previous regulations were weak, unclear, and lacked mandatory enforcement, allowing schools to exploit the system.
Systemic Issues And Lack Of Transparency
Parents and social organisations have long demanded strict laws to hold schools accountable. Under the previous system, several critical issues plagued the management of private schools:
Exclusion of Parents: Parents were systematically excluded from fee-structuring and decision-making processes.
Ineffective School Management Committees (SMCs): Many school managers formed SMCs without conducting parental elections, preventing parents from protesting fee hike orders. Even where SMCs were elected, members were often denied access to fee-related documents, audit reports, and expenditure records.
Financial Opacity: Schools frequently concealed financial information following fee hikes and were alleged to have misused funds.
Key Provisions Of The New Law
The implementation of this new law is expected to rein in schools and prevent arbitrary financial practices. It mandates the following strict measures to ensure a secure and trustworthy system for parents:
Mandatory Parental Participation: Parents must be actively involved in the process of determining and revising fees.

Financial Disclosure: Schools are strictly required to publicly disclose financial statements, expenditure details, fund utilisation and fee structures.
Government Approval: A detailed process and formal government approval are now prerequisites before any fee increase can be implemented.
Grievance Redressal: Establishment of a clear and robust system to address parental complaints.
Strict Enforcement: Immediate action will be taken against any unauthorized, illegal, or sudden fee increases.
