The Public Works Department (PWD) has removed a significant procedural obstacle in its development tenders that was previously preventing large companies from participating. This reform addresses a system where applications were frequently rejected for minor reasons, a practice stemming from a 2024 directive by the Central Public Works Department (CPWD).

The Issue

Restrictive Documentation Rules The core problem arose from a CPWD rule established a year ago, which stipulated that companies could not submit any additional documents after their initial application. Under this directive, if a company’s submission was missing any document or written information, the application was immediately rejected on the grounds of incomplete process. This strict adherence led to fewer companies qualifying, thereby reducing competition for tenders.

Government Intervention

Following the formation of the new BJP government in Delhi in February, several companies brought this hindrance to the administration's attention. PWD Minister Pravesh Verma requested a detailed report from the department. Upon reviewing the findings, he directed that the tender process be simplified to ensure that the maximum number of contractors are given the opportunity to participate.

The New Directive

In response to the Minister's instructions, PWD Principal Chief Engineer Pradeep Gupta issued a new order on 21 November. The key changes are as follows:

Exemption Scope: The new rule applies to tenders valued at over 50 million rupees.

Grace Period: If a company is found to have missing documents or information at the time of application, they will now be granted a period of eight days to provide the necessary paperwork.

Expected Impact

A senior PWD official stated that this amendment will significantly increase competition among contractors. By allowing a window for corrections, more companies will be able to participate and bid correctly for projects.

Infrastructure Management: Managing 1,259 kilometres of major roads.

Construction And Maintenance: Building and maintaining facilities for various government departments, including hospitals, courts, schools, colleges, and universities.

Operations: The tendering process for these extensive development projects continues throughout the year.
