The Public Works Department (PWD) has issued directives stating that officials who delay projects will now face action. Henceforth, in the event of any project delay, the project manager will be held accountable and required to provide an explanation. They must give a concrete reason for the delay, which will also be noted in the official's personal report.
Context Of Past Project Delays
The PWD is the largest agency carrying out development work for the Delhi Government and is responsible for executing its various projects. However, looking at the status of development works in recent years, most schemes have progressed slowly, forcing the government to incur additional expenditure.
This situation persisted despite the government having previously issued instructions to start work on a project only after obtaining all necessary sanctions and approvals. Despite this, schemes were still left in limbo.
There are also several hospital-related schemes that are stalled due to a lack of funds. The current government holds officials responsible for this, stating that they started work on projects without any concrete plan and failed to present their case before the previous government. The current government is also looking into how officials began work on these projects without a concrete plan and budget management.

New Strategy For Timely Completion
The BJP government in Delhi is serious about the new projects that are now set to begin, and its strategy is to ensure that any project undertaken is completed on time.
To this end, officials must ensure before starting work that there are no potential disruptions. The government has instructed department officials that they will now be held responsible for any disruption in any scheme related to approvals. Therefore, before starting work on any project, they must properly complete the process for all types of approvals; otherwise, they could face action for any disruption in the work.
