In view of the rising pollution levels in Delhi-NCR, the Commission for Air Quality Management (CAQM) had implemented GRAP-4 restrictions. However, when pollution levels failed to decline even after the imposition of GRAP-4, the Delhi government adopted several stricter measures.

Starting today on Thursday, the Delhi government has banned the entry of all external vehicles except for those compliant with BS-6 standards (effectively banning BS-3 and BS-4 vehicles). Additionally, instructions have been issued to petrol pump operators not to dispense fuel to vehicles without a valid Pollution Under Control (PUC) certificate. Consequently, scenes of chaos have been witnessed at petrol pumps across the capital since this morning, as fuel is being denied to vehicles lacking a valid PUC certificate.

Situation On The Ground

At the HP petrol pump opposite Apollo Hospital in Sarita Vihar, South Delhi, fuel is being dispensed only after verifying pollution certificates. Those without the certificate were refused fuel and were only served after they obtained a new PUC. Transport Department personnel were also deployed at the site to oversee the process.

At a petrol pump on Maa Anandmayi Marg in South Delhi, the scanner was reported to be non-functional. Local police and DTC employees have been deployed there, and people are voluntarily getting their PUC certificates made before purchasing petrol.

Strict Checks At Borders And Outer Delhi

In Outer Delhi, near the Ramlila Ground in Narela, Delhi Police personnel and Transport Department employees are allowing entry into the petrol pump only after checking PUC certificates. Vehicles without certificates are being turned away. Meanwhile, there is a long queue of vehicles at the pump's PUC center, with a large number of people waiting to get their pollution levels checked.

Meanwhile, at UP Gate, the Delhi Traffic Police are inspecting the PUC certificates of vehicles before allowing them to proceed. Drivers found without a valid PUC certificate are being sent back.

Technical Glitches Add To Delays

Long queues of vehicles were also observed at the pollution testing center in Vaishali Sector-4. A chaotic situation arose when the server went down for about 20 minutes. It was reported that the server remains slow, causing further delays.
