JE Education Desk: Beginning October 1, the Registration of Births and Deaths (Amendment) Act, 2023 will come into effect, enabling the use of a birth certificate as a single document for several purposes including admissions to educational institutions, issuance of driving license, voter list preparation, Aadhaar number, marriage registration, appointment to a government job and any other purpose determined by the centre.

"In exercise of the powers conferred by sub-section (2) of section 1 of the Registration of Births and Deaths (Amendment) Act, 2023 (20 of 2023), the Central Government hereby appoints the 1st day of October 2023, as the date on which the provisions of the said Act shall come into force," the notification by the MHA reads.

Both Houses of Parliament -- Lok Sabha and Rajya Sabha -- passed the Registration of Births and Deaths (Amendment) Bill, 2023, during the Monsoon Session of the Parliament last month. The bill is aimed at altering the 1969 Act.

According to PRS Legislative Research, if a child’s birth has not been registered, they could be denied admission to educational institutions for their entire life under the new Registration of Births and Deaths (Amendment) Act, 2023.

The Bill requires the birth certificate of individuals for certain purposes -

(i) admission to an educational institution
(ii) voter list preparation
(iii) appointment to a government post
(iv) Marriage registration
(v) any other purpose determined by the central government.

To gain admission to an Indian school, students need to submit the following documents:-

- Child’s passport-size photograph

- Family photograph (Father, Mother, & Child)

- Residential address proof

- Childbirth certificate

- Child medical fitness certificate

- Mother and father’s/ guardian’s Aadhar Card etc

- Child’s Aadhar Card

To seek admission to college after class 12, students need to submit the following documents. As per the list, the class 10th passing certificate is considered as the birth certificate and verifies the candidate's age.

- 10th Marksheet.

- 10th Passing Certificate (to verify your date of birth), sometimes it is integrated with the marksheet itself.

- 12th Marksheet.

- 12th Passing Certificate.

- Migration Certificate (12th school)

- Character certificate issued by 12th school.

- Aadhar Card/ID Card (to prove your identity)
