Ladakh, achieving over 97 per cent literacy, has been designated as an administrative unit achieving Full Functional Literacy under ULLAS. Lieutenant Governor Dr. B.D. Mishra announced this milestone, highlighting Ladakh's dedication to empowering its citizens with foundational literacy, numeracy, and critical life skills for all. Dr. Mishra shared this achievement during a celebration at Sindhu Sanskritik Kendra (SSK) in Leh.
The announcement was made in the presence of Sanjay Kumar, Secretary of the Department of School Education and Literacy, Ministry of Education, Government of India; Archana Sharma Awasthi, Joint Secretary; Dr. Mohd. Jaffer Akhoon, Chairman of LAHDC, Kargil; Sanjeev Khirwar, Principal Secretary of School Education, Ladakh; along with over 500 new literates and volunteers.
During the event, Dr. Mishra encouraged the new learners and volunteers to pursue lifelong learning. He emphasised that it is the parents' responsibility to ensure their children attend school. Dr. Mishra also inspired students to become job creators rather than only job seekers. Speaking about the National Education Policy 2020, he praised Prime Minister Modi, stating that the policy lays a foundation for the country's future growth.

While addressing the audience, Sanjay Kumar assured that the Education Ministry would provide all possible support to enhance the school education system in Ladakh. He stated, "As the name ULLAS suggests, it can bring immense joy to new learners." Kumar highlighted that the entire ULLAS model is based on volunteerism, with volunteers registering through the ULLAS Mobile App without expecting any reward, simply teaching non-literates. This, he noted, is the true beauty of the program.

What Is ULLAS?
According to PIB, ULLAS - Nav Bharat Saaksharta Karyakram, also known as the New India Literacy Programme (NILP), is a centrally sponsored scheme implemented from 2022 to 2027. The scheme aligns with the recommendations of the National Education Policy (NEP) 2020 and aims to empower adults aged 15 years and above from all backgrounds who missed formal schooling, integrating them into society to enhance their contributions to the country's growth. The scheme consists of five components: Foundational Literacy and Numeracy, Critical Life Skills, Basic Education, Vocational Skills, and Continuing Education.
