The Ministry of Education, in collaboration with the National Institute of Open Schooling (NIOS), has launched a Mission Mode initiative to re-enrol over 2 crore dropout students across India. A high-level meeting chaired by Sanjay Kumar, Secretary of the Department of School Education and Literacy (DoSEL), laid the groundwork for this landmark plan, which targets children aged 14 to 18 who have exited the formal education system due to socioeconomic pressures.
Official data reveals a deeply troubling pattern: for every 100 students who enrol in Class 1, only 62 manage to reach and complete Class 12. Financial hardships and household responsibilities remain the leading causes of this dropout crisis. The Mission Mode approach marks a decisive shift from India's traditional, rigid schooling structure toward a more flexible, open, and learner-centric model that can adapt to the real-life challenges faced by vulnerable students.
Pilot Rollout Across High-Dropout States
The initiative will first be launched as a pilot project across 10 districts in states that record the highest dropout rates, Uttar Pradesh, Bihar, Maharashtra, and Odisha. These states have been identified as priority zones where government intervention is most urgently needed. The phased rollout will allow authorities to evaluate the programme's effectiveness before scaling it nationally, ensuring ground-level challenges are addressed before full implementation.
Vocational Training and Open Learning at the Core:
Beyond academic re-enrollment, the mission places strong emphasis on pairing senior secondary completion with practical vocational skills tailored to local economies. NIOS, with its founding motto "To Reach the Unreached," will provide flexible open learning pathways that allow students to study at their own pace. This dual approach — combining academic qualifications with employable skills — aims to ensure that returning students not only complete their education but also gain a foothold in the workforce.
Technology and NEP 2020 Alignment:
The government plans to deploy app-based monitoring tools and trained community facilitators to track student progress and prevent re-dropout. This tech-driven oversight is designed to transform the initiative into a broad people's movement where no child is left behind. The mission is closely aligned with the National Education Policy 2020 and the long-term vision of Viksit Bharat 2047, reflecting Prime Minister Narendra Modi's commitment to inclusive, quality education for every Indian child.
NIOS aims to reconnect nearly two crore out-of-school children with formal education, opening renewed pathways for learning, skill development, and a brighter, more equitable future for India.
