UPMSP New Guidelines: The Board of Secondary Education, Uttar Pradesh (UPMSP), in alignment with the National Education Policy (NEP)-2020 and the National Assessment Centre-PARAKH, has launched new guidelines for setting balanced, competency-based question papers for Classes 9 to 12.

Prepared by Samagra Shiksha (Secondary) and the State Institute of Science Education, Prayagraj, the framework covers key subjects including Science, Mathematics, Physics, Chemistry, and Biology.

On Thursday, September 10, 2026, Shri Rajendra Pratap, Principal of the State Institute of Science Education, Prayagraj, presented copies of the Balanced Question Paper Collection to Shri Bhagwati Singh, Secretary of the Uttar Pradesh Board of Secondary Education.

Key Highlights of the New Assessment Framework:

Focus on Higher-Order Thinking:  Question papers will transition from rote memorization to testing conceptual understanding, critical reasoning, source analysis, and logical presentation.

Subjects Covered: Science and Mathematics for Classes 9–10; Physics, Chemistry, and Biology for Classes 11–12.

Teacher Guidance: Provides standard operating guidelines, criteria, and practical instruction for paper setters and educators to design competency-based assessments.

Student-Centric Outcome: Designed to foster problem-solving skills, analytical thinking, and creativity, aligning classroom learning directly with real-world learning outcomes.

Praising the initiative, Board Secretary Shri Bhagwati Singh stated that competency-based evaluations represent a vital step toward reforming classroom instruction and modernizing the state's examination system.
