UPSC CSE 2026 Revised Rules: In its latest announcement, UPSC has introduced specific rules regarding the eligibility and repeat attempts for candidates who are already part of the civil services. The announcement clarifies that those serving in IAS, IPS, and IFS will not be eligible to appear for the upcoming CSE 2026.
Similar conditions have existed before, also, but this time UPSC, in its CSE 2026 notification, has clarified at what stage candidates already appointed to the IAS, IPS, IFS, and other Group A services can or cannot appear in the Civil Services Examination again.
Who Is Eligible For UPSC CSE 2026?
The revised eligibility rules are stated as follows:
1. The UPSC CSE 2026 notification has clearly stated that candidates who have already been appointed to the IFS and IAS and continue to serve in those cadres through earlier examinations will not be allowed to appear for the CSE 2026.
2. Candidates who get an Indian Administrative Service (IAS) or Indian Foreign Service (IFS) appointment after clearing the Civil Services Examination (CSE) 2026 prelims, but before the mains, will not be allowed to sit for the Mains examination.
3. If the appointment happens after the Mains exams have started but before the final results are declared, the candidates will not be considered for appointment to any service through CSE 2026.
4. While similar restrictions existed earlier also, the Commission has introduced more detailed and comprehensive conditions for the Indian Police Service (IPS) in the 2026 notification.
5. For the IPS, the UPSC has clearly stated that candidates who have already been appointed to the IPS through previous examinations will not be allowed to opt for or be allotted the IPS again based on the CSE 2026 result.
What Are The New Guidelines For Repeated Attempts in CSE 2027?
UPSC has outlined specific criteria for candidates who have been allocated to IPS or any other Central Service Group A through CSE 2026 and are willing to appear again in CSE 2027.
1. Such candidates can appear for the CSE 2027 examination only if the relevant authorities grant them a "one-time exemption from joining training". Only the foundation course is covered by this exemption.
2. Candidates whose service allotment is done under the CSE 2026 will have their allotment cancelled if they fail to enrol in the training or obtain the exemption.
3. If a candidate is recommended again in CSE 2027, he has the option of either accepting the service assigned in 2026 or the one assigned in 20227. The other allotment will stand cancelled.
4. Those willing to appear for the CSE 2028 have to resign from their services allotted to them through previous CSE exams. The seniority will be decided based on the final service joined and will remain unchanged.
UPSC CSE 2026 Notification
UPSC CSE 2026 notification was earlier released on Wednesday, February 4, 2026. Candidates can view and download the detailed notification from upsc.gov.in. Registration will begin on February 24, 2026, for a total of 933 vacancies. Compared to last year, this year the number of vacancies has reduced from 979.
