The Election Commission has said that there was no discrepancy in votes polled and votes counted for any Parliamentary Constituency in Lok Sabha Election 2024. A set of 42 comprehensive statistical reports based on Index Cards of all Parliamentary constituencies is available at ECI website since December 26, 2024. The reports cover details such as PC/AC/State wise electors and voter turnout, polling stations, Party wise vote share, constituency data summary report including detailed results and many more. These reports having a complete record of votes polled and votes counted indicate no discrepancy in these set of data.

The overall voter turnout data quoted by them in the news item for 2024, that is, 65.79 per cent does not include postal votes whereas the turnout mentioned for 2019 by them includes both EVM and postal votes. Thus, they are wrongly comparing different sets of data.

A detailed reply has already been given to ADR on all the issues raised by them on July 15, 2025 itself. However, they choose to raise the same issues repeatedly without any basis.

ADR report shows that they have taken tentative data based on VTR App for showing ‘Votes Polled’ and compared it with counting data displayed on ECI result portal on day of counting. This is clear from the disclaimers shown by them in their report. Thus, they are well aware of the tentative nature of data used in the Report, despite which they continue to make such allegations.

It is again made clear that the voter turnout (VTR) data is an indicative, non-statutory, facilitative and voluntary disclosure of tentative voter turnout and hence information provided under statutory forms only prevails. This has been comprehensively explained by ECI through a detailed note.

The data of votes polled is recorded in Part I of Form 17C, and signed by the Presiding Officer at the close of poll which is counter-signed by polling agents of the candidates present and a copy is provided to all the polling agents present at the polling station. So, there is no delay in disclosing the votes polled data at the Polling Station. Part II, which records the result of counting is prepared during counting in presence of the candidates or their counting agents and duly authenticated by them.

The Counting Supervisor and Returning Officer are required to certify that the total votes counted through EVM tally exactly with the votes polled as per Part I of Form 17C. In case this does not tally, the counting was done through VVPAT slips if the winning margin was less than the total votes polled in such EVMs, as per instructions.

Thus, declaration of result is done only after verification of the data in both parts of Form 17C, as per the Representation of the People Act, 1951, and the Conduct of Elections Rules, 1961.

Further, a detailed publication titled – “An ATLAS: General Election to Lok Sabha- 2024” has also been released by the Commission based on Statistical Reports and is also available on ECI website and shared with the representatives of various National & State Political parties.
