The Congress party officially launched its manifesto for the Assam Assembly elections in Nowboicha, Lakhimpur district, on Sunday. Centered around five key guarantees, the manifesto is designed to challenge the ruling BJP. Addressing the rally, Kharge listed the party’s promises, which include a monthly cash transfer for women and an additional Rs 50,000 in assistance for those looking to start or expand a business.

While campaigning for congress candidate in Assam Dr Joy Prakash Das, AICC President Mallikarjun Kharge framed the document as a "people’s roadmap" focusing on social security and indigenous rights.

The Five Main Promises

The manifesto's core appeal rests on five major welfare initiatives:

Women's Empowerment: Unconditional financial aid of Rs 50,000 for women entrepreneurs to foster business independence.

Universal Healthcare: A cashless insurance cover of Rs 25 lakh per family, modeled after existing Congress-led state schemes.

Land Rights: Permanent land pattas for 10 lakh indigenous residents, replacing the current annual allotment system.

Justice For Zubeen Garg: A pledge to resolve the high-profile case within 100 days and bring perpetrators to justice.

Political Attack And Governance Critique

During a high-energy rally, Kharge took aim at Chief Minister Himanta Biswa Sarma and the central leadership. He accused the state government of "politics of fear" and questioned land allocations, specifically targeting the transfer of 12,000 bighas to the Adani Group and separate land deals for Baba Ramdev.

Kharge contrasted the BJP's record with the legacy of Congress, citing the sacrifices of Indira Gandhi and Rahul Gandhi’s recent outreach in Manipur. He argued that while the BJP fosters division and favors corporate interests, the Congress manifesto offers inclusive growth that "has something for everyone."

The rally signals a shift in the Congress campaign strategy, moving away from "conditional transfers" toward a platform of permanent rights and high-value social safety nets as the state heads toward the final leg of voting.
