Delhi International Airport Ltd (DIAL), the operator of the Delhi airport, has suggested varying user fees for passengers traveling in business and economy classes, as well as during peak and off-peak hours. DIAL, a group headed by the GMR Group, is responsible for running the Indira Gandhi International Airport (IGIA).

The loss-making DIAL has suggested setting different User Development Fee (UDF) for business and economy class customers on foreign flights in its tariff proposal for the fourth control period, which starts from April 1, 2024, to March 31, 2029.

The proposed UDF ranges from Rs 430 to Rs 810 for travelers traveling internationally in economy class and from Rs 860 to Rs 1,620 for those traveling in business class.

As to the plan presented to the Airport Economic Regulatory Authority (AERA), the proposed UDF is Rs 810 for each economy class passenger for the first two years, 2025–2026 and 2026–2027, and Rs 430 for 2027–2028 and 2028–2029 after that.

The planned price for foreign travelers disembarking in economy class is Rs 280 per person for the first two years of the 2025–2029 control period, and Rs 150 for the last two years.

The UDF suggests that disembarking business class passengers pay Rs 570 per person for 2025-26 and 2026-27, and Rs 300 per person for 2027-28 and 2028-29.

Additionally, DIAL has attempted to charge various UDF for domestic passengers boarding and disembarking during peak and off-peak hours. Domestic embarking fliers would pay between Rs 315 and 610 per person during busy hours, according to DIAL.

The suggested cost for domestic disembarking passengers is between Rs 115 and Rs 210 per person during peak hours. The airport's busiest hours are typically from 0500 to 0855 and 1700 to 2055.
