The Delhi Skills and Entrepreneurship University (DSEU) revoked a 20 per cent fee concession for SC and ST students and a 10 per cent fee waiver for EWS category students starting from the 2024-25 academic session. This decision, coupled with a fee hike of up to three to four times for most of its 80 courses (excluding master's program), has left many students worried about their ability to continue their education in the state-funded institution.

The change in fee structure for various courses is detailed in the university's admission brochure, Information Bulletin 2024, which outlines the revised fee structure. The bulletin on the DSEU website reveals significant increases in fees for various courses. 

For instance, the first-year fee for the Bachelor of Optometry has surged to about Rs 1.10 lakh per annum from Rs 29,700 in the previous academic year. Similarly, fees for BSc Data Analytics and Bachelor of Computer Science have risen from Rs 41,580 and Rs 34,940 to the same amount. An annual 10 per cent increase in fees is also stipulated, affecting semester fees accordingly.

Vice-Chancellor Ashok Kumar Nagawat stated that the fee hike and revocation of concessions were based on recommendations from the Finance Committee, citing a funding crunch and financial burden on the university. He noted that the committee would discuss the matter further in a meeting scheduled for July 31. 

"We are facing a funding crunch and by increasing the fees to bring it at par with what other skill-based institutions charge, we will ultimately be able to provide better facilities to the students. There are many courses that we offer which require specialised set ups, laboratories and machines. The money will be utilised for providing these facilities," VC Ashok Kumar Nagawat said as quoted by news agency PTI.

DSEU Bars 'Fee Defaulters' From Exams

Students stated that they were concerned not only by the major change in the fee structure but also by new criteria that exempt "fee defaulters" from taking exams. On June 17, the university issued a list of "fee defaulter" students, barring them from taking exams and attending classes, which was shared via an official WhatsApp group.

"Dear all, please find the attached herewith list of students who have not paid their fees to date. These students are not allowed to sit for the end-term examination (even semester). Campuses are requested to take note of this (sic)," read the message forwarded to students from Ritu Sareen, Assistant Registrar (Academics).
