In a significant development in the Ghaziabad espionage case, the National Investigation Agency (NIA) has filed a chargesheet against 13 accused persons before the Special NIA Court in Lucknow for allegedly installing spy cameras at sensitive railway stations and sharing confidential information about strategic locations with suspected Pakistani handlers.
The accused have been charged under Sections 61(2) and 152 of the Bharatiya Nyaya Sanhita, 2023, Sections 3 and 5 of the Official Secrets Act, and Sections 13, 17 and 18 of the Unlawful Activities (Prevention) Act.

Spy Cameras Installed At Sensitive Railway Stations
According to the NIA, the accused were part of a criminal conspiracy involving activities prejudicial to India's sovereignty, unity, integrity and security. The investigation allegedly revealed that, on the instructions of an organisation operating under the pseudonym 'Sardar Zora Singh', the accused installed solar-panel-powered cameras at Delhi Cantt railway station on February 15 and Sonipat railway station on February 25, providing live feeds to their handlers.
The accused named in the chargesheet include Praveen, Raj Valmiki, Shiva Valmiki, Hrithik Gangwar, Sameer alias Shooter, Durgesh Nishad, Naushad, Gagan Kumar, Vivek, Shivraj, Meera Thakur and Shane Iram alias Mehak.
450 Videos Sent To Pakistani Handlers
The NIA said a SIM card registered in Shiva Valmiki's name was used to operate the cameras, while Shane Iram allegedly sent two OTPs to enable WhatsApp access on the Indian SIM. The agency further alleged that, at the behest of Sardar Zora Singh and Vicky Jaddu, 12 Indian SIM cards were sent to Dubai concealed inside shoes through Blue Dart Courier in Ghaziabad.
The investigation also found that the accused allegedly used the GPS Map Camera application to capture geo-tagged photographs and videos of military installations and other sensitive locations. Around 450 videos were reportedly sent to Pakistani handlers.
Case Registered In March 2026
The case was initially registered at Kaushambi Police Station in Ghaziabad on March 14, 2026. Section 18 of the UAPA was subsequently added during the investigation, following which the probe was handed over to the NIA.
So far, 21 accused persons have been arrested in the case. The NIA also said a Detailed Investigation Report concerning five juveniles in conflict with the law was submitted before the Juvenile Justice Board, Ghaziabad, on May 18, 2026.
NIA Cites Threat To National Security
The agency said the investigation established that the accused allegedly conspired to install spy cameras in restricted areas and transmit geo-tagged photographs and videos to handlers linked to an enemy country.
According to the NIA, these activities were prejudicial to India's sovereignty, unity, integrity and security and posed a serious threat to national security.
