Gurugram Liquor Prices: The Gurugram excise department has initiated an investigation into allegations that liquor vendors in the city are breaking pricing rules, undercutting the minimum retail sale price (MRSP) for alcoholic drinks and overcharging clubs and pubs well beyond legal limits.
Officials stated that any infractions of MRSP regulations may suggest VAT avoidance and raise concerns about the market sale of potentially inferior or unapproved alcohol. Social activists and pub proprietors have also alleged the existence of a parallel, uncontrolled pricing structure.
Under Haryana's excise policy, the MRSP is the obligatory floor price for alcoholic drinks, below which no sales are permitted under any conditions. Such a sale not only hampers market competition, but it may also imply that transaction taxes are not properly assessed or paid.
In many situations, the infringement occurs when exiting L-2 license holders (retail vend owners) try to dump outdated goods by giving substantial discounts as their term expires.
With the new excise policy year commencing on June 12, some suppliers are allegedly lowering prices to prevent losses while transferring inventory to new license holders.
L-2 licensees are prohibited from providing discounts below the MRSP under the existing excise policy and the new one that will take effect on June 12, 2025, and last till March 31, 2027.
The guideline also limits how much L-2 vends may charge bars and pubs- no more than 10% above the MRSP.
