Haryana IAS officer Amneet Kumar, wife of senior IPS officer Y Puran Kumar who died by suicide three days ago, has expressed dissatisfaction with the FIR registered in the case. In a letter to the Chandigarh Senior Superintendent of Police (SSP), she alleged that the FIR was incomplete and failed to include crucial details and names of accused persons mentioned in her complaint.
The Times Of India report cited Amneet as stating that, she received a copy of FIR number 156 on Thursday night at 10:22 PM, which was unsigned and missing vital information. She claimed that the names of two officers, Haryana DGP Shatrujeet Kapur and Rohtak SP Narendra Bijarniya were not listed as accused in the FIR, despite being the “trigger point” for her husband’s suicide.

In her letter, Amneet pointed out that, as per standard FIR format, the names of all accused persons should be clearly mentioned under Column 7. She urged the Chandigarh Police to amend the FIR to “accurately reflect the names of all accused individuals in the proper section.”
While police officials maintained that the FIR names “everyone mentioned in the suicide note,” they have not confirmed whether Kapur and Bijarniya are among those listed.

Amneet also accused the police of diluting the seriousness of the case by applying a lighter provision of the SC and ST (Prevention of Atrocities) Act. The FIR currently invokes Section 3(1)(r) of the Act, which carries a maximum penalty of five years. However, she argued that Section 3(2)(v) — which provides for life imprisonment if the act is caste-motivated — should have been applied instead.
The FIR also includes Section 108 of the Bharatiya Nyaya Sanhita (BNS) for abetment of suicide, which allows for a maximum sentence of 10 years.
Haryana IPS Suicide: Requests Access To Husband’s Final Notes
Amneet further claimed that two “Final Notes,” reportedly found in her husband’s possession and laptop bag dated October 7, 2025, have not been shared with her. She requested certified copies of both documents for verification.
Amneet Kumar, a 2001-batch IAS officer, currently serves as Commissioner and Secretary in the Haryana government.
