A case has been registered against Haryana Director General of Police Shatrujeet Singh Kapur, Rohtak Superintendent of Police Narendra Bijarniya, and 14 other officers who were named in a suicide note left by Haryana IPS officer Y Puran Kumar. Earlier on Tuesday, ADGP Y Puran Kumar allegedly shot himself in the head with his service revolver while being seated on a chair at his residence in Sector 11, Chandigarh. During the investigation, police recovered a “will” and a detailed suicide note in which the senior officer expressed deep dissatisfaction and highlighted job-related issues, pointing to the named officials as contributing factors to his distress.

A case has been registered against these officers under sections 108 (abetment of suicide), 3(5), 3(1)(r) of the Indian Penal Code, and the SC/ST Act. 

Explosive Claims In Suicide Note

Could Not Meet Father

The caste-based discrimination, public humiliation, mental harassment, and torture were initiated by the then DGP, Manoj Yadav. In 2020, I visited a temple at a police station in Ambala. The then ACS, Home, Rajiv, also did not support me. Just before my father's death, the then ACS did not even grant me earned leave to meet him for the last time. I informed the then Chief Secretary about this in writing. Manoj Yadav's batchmates, TVSN Prasad (then ACS, Home), and PK Aggarwal (then DGP), followed suit.

Meeting Held Under Chairmanship Of Anil Vij

A meeting regarding my applications and complaints was held in November 2023, chaired by the then Home Minister Anil Vij. ACS Home TVSN Prasad and DGP Shatrujeet Singh Kapur were present. No action was taken. Dr M Ravi Kiran, a 1996-batch IPS officer, also publicly ridiculed me.

Khirwar-Kaviraj Tried To Trap

Kala Ramachandran, a 1994-batch IPS officer, imposed additional rules on me when allocating official accommodation in Panchkula. Sandeep Khirwar, a 1995-batch IPS officer who was then the police commissioner in Gurugram, and Shibas Kaviraj, a joint police commissioner, both tried to frame me in false cases.

IG Threatened Over Phone

IPS IG HPA Kulwinder Singh threatened me over the phone in November 2024. He said the DGP had ordered a police officer to be temporarily attached to me, which I refused.

Conspiracy Hatched Against Me By Making Anonymous Complaints

Pankaj Nain, IPS IG of 2007, was an active accomplice in the conspiracy along with Amitabh Dhillon, IPS, to generate baseless and malicious anonymous complaints against me.

Publicly Damaged My Reputation

The then-DGP, Manoj Yadav, and the then-ACS, Home, Rajiv Arora, publicly damaged my reputation. Manoj Yadav, PK Aggarwal, and TVSN Prasad were all 1988 batchmates. Manoj Yadav was the main conspirator, while the other batchmates were active participants in the conspiracy.

Proceedings Against Me For Seeking Info Under RTI Act

Amitabh Dhillon, a 1997-batch IPS officer who served as ADGP, orchestrated the proceedings against me for seeking information under the RTI Act. He was instrumental in my transfer to the post of IGP Telecom in November 2023. Dhillon also maliciously inquired about suspicious entries based on salary savings.

ADGP Manipulated Information

Sanjay Kumar, a 1997 batch IPS officer who held key positions at the Police Headquarters, played a key role in manipulating information, causing harm and humiliation to me publicly.

Hope For Justice Raised By Rajesh Khullar

I met Rajesh Khullar, IAS (retired), at his camp office on November 15, 2024. I requested an end to the discrimination, mental harassment, public humiliation, and atrocities against me. When I showed him documentary evidence, Khullar was convinced.

Could No Longer Tolerate

I was harassed by DGP Shatrujeet Singh and Rohtak SP Narendra Bijarniya. My reputation was damaged. I could no longer tolerate this discrimination, public humiliation, targeted mental harassment, and victimisation.

Puran Kumar has written a will bequeathing all his assets to his IAS wife, Amneet P Kumar. The will, executed a day earlier on October 6, includes an HDFC Bank account, Demat shares, a 25 per cent stake in a bungalow in Sector 11, Chandigarh, a plot in Mohali, and an office property in Gurugram.
