Jharkhand Municipal Election 2026: With the official announcement of the 2026 municipal elections in Jharkhand, the contest for the seats of councillor, mayor, and chairperson has formally kicked off.
Aspiring candidates now face a strict set of eligibility rules, updated guidelines, and financial caps enforced by the State Election Commission. Among the key changes are a maximum election expenditure limit of Rs 15 lakh for candidates and a valid caste certificate is now compulsory for contesting reserved seats (SC/ST/BC).
Jharkhand Municipal Election 2026: Who Are Eligible Candidates
Eligibility Criteria Under Section 579 of the Jharkhand Municipal Act, 2011, a candidate's name must be in the municipal voters' list. Additional conditions apply for reserved seats:
- Minimum age: 21 years (disqualification if below this, as per Section 18(b)).
- Citizenship: Must be an Indian citizen (Section 18(a)).
- Reserved seats: For SC, ST, BC, or women-reserved seats, the candidate must belong to the respective category. The State Election Commission determines reservation on a rotation basis (Sections 16 and 27).
- Voter status: The candidate must be listed in the assembly voters' list of that area (Section 555).
- Educational qualification: No mandatory qualification, but education details must be provided in the affidavit (Section 543).
- Dual contest: A candidate can contest both for ward member and mayor/chairperson positions.

What Can Disqualify You (Grounds for Disqualification)
Section 18 lists several grounds for disqualification. If any apply, contesting or holding the post becomes impossible.
- Two-child policy: Disqualified if having more than two living children (Section 18(n)).
- Exception: If more than two children existed within one year of the Act's commencement (9 February 2012), the exemption applies, but a third child born after 9 February 2013 leads to complete disqualification.
- Tax dues: Disqualified if municipal tax dues from the previous year remain unpaid (Section 18(l)). A tax clearance certificate is mandatory.
-Criminal record: Imprisonment exceeding six months (except political offences), or absconding as an accused (Section 18(h)).
-Government service: Holding a job in central/state government or local authority (Section 18(c)).
-Other grounds: Bankruptcy, mental incapacity, corruption (disqualification up to six years), or absence from three consecutive meetings (Section 18(o)).
-Dual membership: If an MLA, MP, or panchayat member, must resign from one position within 15 days (Section 18).
The State Election Commission decides on disqualification cases.
What Is Nomination Process
Nominations are filed on dates announced by the Commission (Section 539). Key points include:
- Affidavit: Mandatory with nomination (Section 543), covering criminal records, assets, liabilities, and education.
- False affidavit: Punishable by one year imprisonment or fine (Section 544).
- Security deposit: As decided by the Commission, varying by general category.
- Filing process: Submitted to the Returning Officer (at sub-divisional magistrate level), with Assistant Returning Officers assisting (Section 541).
- Reservation compliance: Only eligible candidates can contest reserved seats.
- Dual nomination: Allowed, but the winner must choose one seat.
Nominations are scrutinised, and errors can lead to rejection.
Jharkhand Municipal Election 2026 Reservation Benefits
Reservation System, as per Sections 16 and 27:
- Up to 50% reservation for SC/ST/BC/women.
- Sub-reservation for women within reserved categories.
