Karnataka News: The Karnataka Urban Development Department is planning a major change in building approval rules. It has proposed to exempt certain small buildings from the need to get occupancy certificates (OCs).

This move will apply to buildings with three floors constructed on plots measuring up to 1,200 square feet. Structures with a ground floor plus two additional floors, or a stilt plus three floors, will come under this rule.

A meeting chaired by Tushar Girinath, Additional Chief Secretary of the department, was held to discuss the matter. Officials decided to amend laws including the Greater Bengaluru Governance Act, 2024, the Karnataka Municipal Corporations Act, 1976 and rural building by-laws to implement the exemption across the state.

In separate news, Labour Minister and Dharwad district in-charge Santosh Lad has urged banks to adopt a more compassionate approach while recovering loans from farmers. Speaking at a review meeting in Dharwad on July 14, he said borrowers, including farmers and workers, often default due to unavoidable hardships and deserve flexible repayment timelines. He stressed that loan recovery should never come at the cost of human dignity.

Lad announced the formation of a committee with officials from agriculture, revenue, banks, and experts to scientifically study the reasons behind farmer suicides. He also warned that no bank can legally deduct government reliefs, pensions, or insurance claims from NPA accounts, and any such credits must be returned to beneficiaries. Deputy Commissioner Divya Prabhu added that banks have been cautioned, and a formal proposal was sent to the State Bankers’ Committee.
