The central government has released draft rules under the Vikasit Bharat Guarantee for Employment and Livelihoods Mission (Rural) Act, 2025 (VB-G RAM G), which is scheduled to come into force across all states and union territories from July 1. The move follows the official notification regarding the implementation of the law nationwide.

The draft rules, drawn under Section 33 and other relevant Sections of the Act, have been made public for soliciting feedback before being finalised.

Key aspects proposed are transitional provisions, constitution of the National Level Steering Committee, the Central Rural Employment Guarantee Council, administrative expenditure, procedures relating to grievance redressal and payments of wages and unemployment allowance, as well as additional expenditure and expenditures beyond the stipulated amounts, including to Union Territories without a Legislature.

Objective of the Rules

Rural Development Ministry officials said the draft rules aimed to provide an effective institutional, administrative, financial and governance framework to implement the Act nationally. They further added that the process of consultation aimed at ensuring participation of state governments, institutions, experts and civil society organisations, as well as the general public, for making suggestions before they were officially published.

VB-G RAM G to Replace MGNREGA

The draft rules also lay out “Transitional Provisions” that will govern the shift from MGNREGA to the new VB-G RAM G (Vikasit Bharat – Employment and Livelihood Mission) scheme.

These provisions are aimed at ensuring continuity during the transition period by safeguarding ongoing projects, clearing pending liabilities, transferring records, retaining the validity of e-KYC-verified job cards, and protecting workers’ rights until states officially notify the new scheme.
