Monsoon Session: Parliament’s Monsoon Session is set to begin today, July 21 amid high political tension, with the Opposition, led by Congress and the INDIA bloc, preparing to take on the Narendra Modi government over multiple issues.

This is the first session post-Operation Sindoor, India’s targeted military action on terror camps in Pakistan, carried out after the Pahalgam terror attack on April 22, which killed 26 people, mainly tourists, in Jammu and Kashmir. Congress is demanding a clear explanation from PM Modi on the “security failure” that led to the attack.

The Monsoon Session will run until August 21. Both the Houses will be adjourned on August 12 and reassemble on August 18 to facilitate Independence Day celebrations. The session will have 21 sittings over 32 days.

Key Issues In Monsoon Session

- Congress has said it would seek a reply from Prime Minister Narendra Modi about the lack of security that enabled terrorists to attack tourists with impunity in Jammu and Kashmir's Pahalgam on April 22, 2025.

- INDIA Bloc will also seek response to US President Donald Trump's claims about mediating a ceasefire between India and Pakistan and the Special Intensive Revision of electoral rolls in Bihar, Congress's communications in-charge Jairam Ramesh has posted on X, formerly Twitter.

- The Opposition is demanding a debate on the ongoing Special Intensive Revision (SIR) of electoral rolls in Bihar ahead of upcoming state elections.

- “Our senior army officers have raised a very sensitive issue about the two-front axis that has been formed on our border with China, Pakistan and Bangladesh. So it is very important that we talk about defence and foreign policy,” said Congress's Gaurav Gogoi after an all-party meeting ahead of the monsoon session.

- The Congress party will also seek discussion on restoration of full statehood to Jammu and Kashmir, Schedule VI status for Ladakh, and the situation in Manipur.

- At the all-party meeting attended by representatives from 51 political parties, Parliamentary Affairs Minister Kiren Rijiju appealed for cooperation to ensure smooth functioning of parliament.

- Rajya Sabha chairman and Vice President Jagdeep Dhankhar has also called for cooperation among political parties and highlighted the need for mutual respect.

- The government will introduce 8 new bills and take up 8 pending ones for discussion and passage.

- The Income-Tax Bill, introduced in the Budget Session, will be taken up for passage after cabinet approval.

- Another major bill is the Jan Vishwas (Amendment of Provisions) Bill, which aims to promote ease of doing business and improve regulatory compliance.

- Parliament will also discuss and vote on Demands for Grants for Manipur for 2025–26, followed by the related Appropriation Bill.

- A resolution seeking extension of President’s Rule in Manipur imposed through a Presidential Proclamation on February 13, 2025, under Article 356(1) will also be tabled for approval.

- The opposition will also raise concerns about the 'One Nation, One Poll' proposal, calling it undemocratic and impractical.

- Increasing violence against Scheduled Castes, Scheduled Tribes, women and minorities will be discussed.

- The opposition intends to question the government on its stance on the Gaza conflict and what it sees as foreign policy failures.
