In a chilling incident, the negligence of the Child Welfare Committee (CWC) led to the rape of the victim for the second time by the same accused in Madhya Pradesh's Chhatarpur.
According to the Chhatarpur Police, the 15-year-old girl is a resident of Panna and went missing in January. She was later recovered from Haryana's Gurugram in February.
The police arrested a man named Ram Prasad Kushwaha (25) for abducting and raping her. Kushwaha is the brother of the husband of the victim's cousin.
On March 29, the CWC sent her back to her cousin's home. Based on the CWC order, the family of the accused secured bail for him. The accused then arrived at the same house under Chatarpur'sJujharnagar and raped her again.
How did the case come to light?
-The relatives of the minor filed a plea in the public hearing of the district collector, seeking custody of their daughter.
-The collector directed the child welfare committee to reconsider its decision. However, the minor was sent to the One Stop Centre on 29 April.
-During counselling, she alleged that she was raped again.
-After the chilling details surfaced in the case, Chhatarpur SP handed over the investigation to the police under the supervision of ASP.
-During the investigation, it was found that the girl had gone through the ordeal again due to the wrong decision of the CWC
Despite the lapse, the CWC attempted to cover up the case rather than register an FIR. Following this, a case was filed under the POCSO Act against Women and Child Development Officer Awadhesh Singh, CWC Chairperson Bhanu Pratap Jadia, members Anjali Bhadoria, Ashish Boss, Sudip Shrivastava, Pramod Kumar Singh, One Stop Centre administrator Kavita Pandey, counsellor Priyanka Singh, Shivani Sharma and Anjali Kushwaha, among others.
CWC member Ashish Boss has been arrested in the case and efforts were on to arrest other accused.
