Protestors were detained outside the Parliament Street police station on Monday after three women journalists accused a Delhi police officer of sexual harassment during the anti-CEC protest. The victim, identified as Rosie, alleged that an Assistant Commissioner of Police (ACP) grabbed her chest and pushed her when she questioned the absence of female constables during the detention of women protesters. She has demanded an on-camera apology from ACP Vivek Bhagat for his alleged misconduct.

The incident occurred on Saturday when protesters gathered near Jantar Mantar demanding the resignation of Chief Election Commissioner (CEC) Gyanesh Kumar over alleged irregularities in the Special Intensive Revision (SIR) process.
What did the victim say?
Addressing reporters, victim Rosie said that she was filming All India Students Association (AISA) Chief Neha Bora being detained when she noticed that there were no female constables present at the site. She questioned ACP Bhagat about the breach of protocols. The victim alleged that ACP Bhagat first “looked at her, then grabbed her chest, pushing her backwards.” The woman journalist then grabbed the cop’s uniform and pulled him back.

In my video, I questioned why there wasn't a female constable while a woman was being detained. ACP Vivek Bhagat, who was there, looked at me and he grabbed my chest and pushed me... I grabbed his uniform and pulled him back... He continued to speak dismissively, but when he realized I wouldn't let go, he quickly moved towards the female constables and ordered them to surround me... He fled the scene. Later, when Neha Bora was being detained again, I ran over to record the incident. I found myself standing right next to that same police officer... He instructs the female constable not to let me approach him; she then steps in to block my path... I was accompanied by other female journalists; I told them about the incident I had faced. We then tracked him down and approached him, asking him to apologize for his misconduct. He refused to apologize... We all gathered and came here to demand an FIR, citing the misconduct... No FIR has been registered, even though the law mandates that an FIR must be filed in cases of sexual harassment. My demand is that ACP Vivek Bhagat apologize on camera and admit to his actions, and that he be punished for this misconduct just as any offender should be."

“He continued to speak dismissively, but when he realised I wouldn't let go, he quickly moved towards the female constables and ordered them to surround me,” the victim added. Following this, the police official fled the scene, victim Rosie claimed.
Later, she noticed the AISA chief being detained again and ran to record the scene. The victim then noticed the same police official. “He instructed the female constable not to let me approach him; she then stepped in to block my path,” the victim said.
The victim then informed a few female journalists about the incident she faced. The group then searched for the cop and traced him. When the women asked him to apologise, Bhagat refused.
“We all gathered and came here to demand an FIR, citing the misconduct. No FIR has been registered, even though the law mandates that an FIR must be filed in cases of sexual harassment. My demand is that ACP Vivek Bhagat apologise on camera and admit to his actions and that he be punished for this misconduct just as any offender should be," the victim added.
