The Election Commission of India (ECI) has begun the Special Intensive Revision (SIR) Phase-II of the electoral rolls across nine States and three Union Territories, marking a major step in updating and verifying voter information. The enumeration process started on November 4 and will continue until December 4, 2025.

After successfully completing the first phase in Bihar, this round of the SIR exercise will cover around 51 crore electors across 321 districts and 1,843 Assembly constituencies. The participating States include Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal, along with the Union Territories of Andaman and Nicobar Islands, Lakshadweep and Puducherry.

Enumeration Forms Distributed in All 12 States And UTs

As part of the drive, the distribution of Enumeration Forms (EFs) has started in all 12 States and UTs. Each elector, as per the electoral roll dated October 27, 2025, will receive a unique pre-filled EF, enabling them to easily review and confirm their details. The ECI confirmed that 100 per cent of the forms have already been printed and dispatched for distribution.

Over 5 Lakh Booth Level Officers Deployed For The Drive

To ensure smooth and efficient execution, the ECI has deployed a vast network of field officers, including over 5.3 lakh Booth Level Officers (BLOs), 7.64 lakh Booth Level Agents (BLAs), 10,448 Electoral Registration Officers (EROs) and Assistant EROs, along with 321 District Election Officers (DEOs).

BLOs To Visit Homes Thrice For Form Collection

During the enumeration phase, BLOs will visit households at least three times to distribute and collect the forms. Citizens can also verify their names and family details through the voter portal at https://voters.eci.gov.in/.

Voters Can Verify Details On ECI Portal Or ECINet App

For further assistance, voters can connect directly with their BLOs using the ‘Book-a-Call with BLO’ feature on the ECINet App or reach the Election Commission’s 1950 toll-free helpline by dialling their area STD code.

The ECI said the SIR Phase-II exercise is designed to make voter registration more accurate, transparent and accessible for every eligible citizen.
