Like in Lok Sabha, Prime Minister Narendra Modi lapped up the opportunity to chide the Congress in Rajya Sabha as well. While replying to the Motion of Thanks to the President's Address in the upper house, PM Modi said Congress leaders, who don’t have their guarantee, were questioning the guarantees of Modi.
He took a swipe at Congress Party chief Mallikarjun Kharge for the latter’s ‘400 paar’ speech and referred to Trinamool supremo Mamata Banerjee's recent statement that the Congress may not cross 40 seats in the 2024 Lok Sabha election. He welcomed Kharge’s 400-seat blessing. Referring to the Congress chief's speech, PM Modi on Wednesday said, "Kharge ji has given '400 paar ashirvaad' to the BJP. The opposition cannot silence me. When will he (Kharge) get the chance to say that again?"

He also took a poetic jibe at Congress’ Rajya Sabha leader with a popular line from a Bollywood song - 'Aisa mauka fir kaha milega.
"I could not say it that day but I express my special gratitude to Kharge ji. I was listening to him with great attention and enjoyment that day. The lack of entertainment that we were missing in the Lok Sabha was fulfilled by him. He spoke at length as the two commandos were not in the house. He was enjoying the freedom. He had perhaps listened to the song-- Aisa mauka fir kaha milega," PM Modi said.
In a blatant attack on the grand old party, PM Modi said Congress was inspired by Britishers and they propagated the ideology of slavery in the country. He alleged Congress strangled democracy for power by dismissing democratically elected governments overnight. “Congress party strangled democracy for power. They dismissed democratically elected governments. overnight. They put the dignity of democracy behind bars. They shut down the newspaper outlets. This very Congress is preaching to us about democracy and federalism,” he said.
PM Modi said such a big party was going downhill as its thinking was outdated. “I am assured that this party is outdated in terms of thinking, and therefore they have outsourced their work. In no time, such a big party which ruled the country is going downhill,” he added.
