Supreme Court Warns Authorities Over Stray Dog Removal, Promises Video Evidence On Humanity

The Supreme Court raised concerns over the inhumane treatment of stray dogs during a hearing on a petition challenging the Municipal Corporation of Delhi’s (MCD) rules regarding stray animals. The bench, comprising Justices Vikram Nath and Sandeep Mehta, stated that in the next hearing, a video would be shown to highlight the issue of humanity.

Senior advocate Kapil Sibal, representing the petitioners, argued that the MCD had framed new rules that contradict earlier Supreme Court directives. Sibal claimed that the authorities planned to implement these rules in December, removing stray dogs even though shelters were not available.

Justice Nath responded that the court would consider the matter on January 7, while Justice Mehta warned Sibal, saying, “On the next date, we’ll show you a video for your benefit, and we’ll ask you what humanity is.”

The petition highlights that stray dogs are being treated inhumanely. The Supreme Court had earlier directed, on November 7, that stray dogs be relocated to designated shelters for sterilisation and vaccination and should not be returned to the same locations.

The bench also reiterated that authorities must remove all cattle and stray animals from state highways, national highways, and expressways. The case was originally filed on July 28, following media reports of stray dog bites causing rabies, particularly among children in Delhi.
