The central government has appointed Narendra Mann as the Special Public Prosecutor in the 26/11 Mumbai terror attack case. The development comes ahead of Tahawwur Rana’s Extradition. Rana, who is accused of plotting 26/11, has been extradited to India.
Issuing a gazette on Wednesday, the Ministry of Home Affairs has appointed Narendra Mann as public prosecutor in the terror attack case for three years or till the conclusion of the trial, whichever comes first.

“In exercise of the powers conferred by sub-section (1) of section 15 of the National Investigation Agency Act, 2008 (34 of 2008), read with sub-section (8) of section 18 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS), the Central Government hereby appoints Narendra Mann, Advocate, as Special Public Prosecutor for conducting trial and other matters related to NIA case RC-04/2009/NIA/DLI on behalf of the NIA before the NIA Special Courts at Delhi and Appellate Courts, for a period of three years from the date of publication of this notification or till the completion of trial of the said case, whichever is earlier,” the gazette said.
Who Is Narendra Mann
A legal professional, Narendra Mann, has represented the Central Bureau of Investigation (CBI) in several high-profile cases. One notable case is the 2018 Staff Selection Commission (SSC) paper leak scandal.
The announcement came ahead of the 64-year-old Pakistani-origin Canadian's extradition to India from the US. He was arrested in the US in 2009.
Rana was extradited to India from the US on Thursday afternoon on a special plane and will be kept in Tihar Jail's high-security wing. An Indian multi-agency team had flown to the US to bring him to India.
Rana’s Role In the 26/11 Terror Attack
Rana is a former Pakistani Army doctor who later moved to Canada and became a citizen there. He used his immigration services business in Chicago to provide fake business credentials to David Coleman Headley, the Pakistani-American terrorist who surveyed the locations in Mumbai before the attacks. Fake credentials provided by Rana allowed Headley to travel freely in India under a business pretext, enabling him to survey potential attack sites for LeT.
In a separate case, a US court convicted him of providing material support to the Lashkar-e-Taiba in a Denmark terror plot.
India formally requested the extradition of Rana in 2020. He was handed over to Indian authorities on Thursday after a US court approved extradition in 2023.
