The third day of the Jharkhand Assembly's winter session commenced at 12:00 PM on Tuesday. While proceedings generally ran smoothly, the session was marked by significant tension as the opposition raised serious allegations regarding governance, healthcare, and education. The day saw detailed discussions on health, education, sand supply, and the supplementary budget, despite two adjournments caused by uproar in the house.

Major Controversy: Fake MBBS Certificates And Demand For CBI Probe

The most contentious issue of the day was the allegation of fraudulent admissions in MBBS courses.

Opposition’s Charge: Leader of the Opposition Babulal Marandi accused officials of the Jharkhand Combined Entrance Competitive Examination Board (JCECEB) of complicity in allocating seats to students using fake certificates. He stated, "The complicity of JCECEB officials is clearly visible. This is playing with the future of the state's meritorious students."

Ultimatum: Marandi demanded an immediate CBI investigation, warning that the opposition would continue to disrupt the house if the demand was not met. He alleged that deserving candidates lost seats due to these fraudulent allocations.

Government Response: Health Minister Dr Irfan Ansari acknowledged the gravity of the situation. He confirmed that an investigation has been initiated at the board level and assured the house, "We will not tolerate any kind of negligence. If necessary, a central agency will be involved."

Disruption: The issue led to loud slogans from opposition MLAs, disrupting proceedings.

Healthcare: Trauma Centres And Doctor Shortage

Health Minister Dr Irfan Ansari addressed concerns regarding the state's medical infrastructure.

Trauma Centres: The Minister admitted that some trauma centres are not operating at full capacity due to manpower shortages. He stated, "A report has been requested. We will soon make them operational and open new trauma centres. I will inspect them myself."

New Facilities: The government announced a new super-speciality hospital in Dhanbad, aimed at aiding dialysis patients.

MLA Concerns:

- Jharia MLA Ragini Singh highlighted the plight of poor patients in Dhanbad.

- Barhi MLA Manoj Kumar Yadav raised the issue of doctor shortages in local hospitals.

Response: The Minister assured the house that a major recruitment drive for doctors is underway.

Education: Teacher Shortages And Scholarship Delays

The opposition cornered the government regarding the state of the education department.

Staffing Crisis: Barkattha MLA Amit Kumar Yadav pointed out that while admissions have taken place in degree colleges, there are no teachers or clerks. He also noted that children are forced to work in hotels because scholarship funds are not being received.

Government Clarification: Education Minister Sudivya Kumar explained that scholarship delays are due to non-receipt of funds from the Central Government. "A demand of Rs 370.87 crore was made for the financial year 2025-26, but not a single rupee has come," he stated. He added that teacher recruitment would follow the construction of necessary buildings.

Other Issues: Koderma MLA Neera Yadav demanded action regarding a "digital arrest" scam targeting a retired bank employee.

Sand Supply And Paddy Procurement

Sand Policy: Kushwaha Shashi Bhushan Mehta criticised the decision to hand over sand supply responsibilities to local police stations. He argued, "The police are concerned with law and order... Will we now have to buy it on the black market?"

- Response: Mining Minister Yogendra Prasad defended the move, claiming 100 CFT of sand is available at 71 ghats in Palamu and that the government is ensuring transparent supply.

Agriculture: The opposition also criticised the government for delays in paddy procurement and the alleged failure to fulfill Minimum Support Price (MSP) promises.

Supplementary Budget: Rs 7,721 Crore Allocation

A detailed debate was held on the second supplementary budget of Rs 7,721.25 crore.

Key Allocations: Finance Minister Radhakrishna Kishore outlined the following priorities:

  • Women and Child Development: Rs 2,082.25 crore (Highest allocation)
  • Rural Works: Rs 1,324.82 crore
  • Health: Rs 729.75 crore
  • Disaster Management: Rs 526.34 crore

Opposition Stance: The opposition labelled the budget a "paper tiger" and questioned its implementation. The vote on the budget is scheduled for tomorrow (December 10).

Disruptions And Protests

Pre-Session: BJP MLAs staged a protest at the main entrance before the session began.

In the House: Upon convening, MLAs from both sides entered the well of the house, causing significant uproar. Despite appeals from Speaker Rabindranath Mahato, proceedings had to be adjourned twice for 15 minutes each.

Upcoming Agenda

December 10: Official business and voting on the supplementary budget.

December 11 (Final Day): Discussion on non-official resolutions.

Opposition Strategy: The opposition plans to demand special discussions on law and order, unemployment, and the "looting" of coal and sand.
