On the fourth day of the winter session of the Jharkhand Assembly, Minister Deepika Pandey Singh informed that instalments under the Abua Awas Yojana are being released regularly across the state. She said that 6.3 lakh houses have been sanctioned under the scheme for 2023-24 and 2024-25.
Of these, the first instalment has been paid to 4,92,464 beneficiaries, the second to 4,14,467 beneficiaries, and the third to 2,46,358 beneficiaries. A total of 1,64,154 houses have been completed so far.

The minister added that a budget provision of Rs 3,000 crore has been made for the scheme for FY 2025-26, of which Rs 1,200 crore has already been released to districts. In the current financial year, the second instalment has reached 1,80,919 beneficiaries, the third instalment 1,27,390, and the fourth instalment 36,998.
The issue of delays in second-instalment payments was raised by BJP MLA Shatrughan Mahto, who said several beneficiaries had dismantled their huts to begin building new houses but were left stranded due to incomplete fund release.
Responding, the minister said that the Centre did not set any PM Awas targets for Jharkhand between 2022 and 2024, prompting the state to launch Abua Awas with its own resources. For 2024-25, the Centre has now allotted a target of 4.19 lakh houses under PM Awas, of which 3,45,688 have been sanctioned. She urged Leader of Opposition Babulal Marandi to request the Centre to raise the PM Awas unit cost to Rs 2 lakh.
Water Resources Minister Yogendra Prasad told the Assembly that the pending central share is slowing down the completion of drinking water schemes. Of the 97,535 schemes sanctioned in the state, 56,346 have been completed, while the remaining are underway. The schemes are funded equally by the state and Centre, but Rs 6,500 crore from the Centre remains unpaid, he said.
The minister was responding to a short-notice question by MLA Hemlal Murmu, who highlighted the lack of drinking water availability for beneficiaries in the Santhal Pargana region.
