A division bench of the Jharkhand High Court, comprising Chief Justice Tarlok Singh Chauhan and Justice SN Prasad, has ordered an independent inquiry into the alleged mismanagement at the Rajendra Institute of Medical Sciences (RIMS). The directive was issued on Thursday during the hearing of a Public Interest Litigation (PIL) filed by Jyoti Kumar.
JHALSA To Constitute Investigation Team
The court directed the Secretary of the Jharkhand State Legal Services Authority (JHALSA) to form a special team to inspect the ground reality at the hospital. The team has been tasked with investigating various critical aspects, including:
- General maintenance and sanitation.
- Provision of clean drinking water.
- Availability and functionality of medical equipment and machines.
- Shortage of medicines and the procurement of external medicines.
- Alleged private practice by doctors.
- The availability of blankets and bedsheets for patients.
- The court has ordered the investigation report to be submitted within ten days.
Court’s Observations And Warnings
During the hearing, the petitioner's counsel, Advocate Deepak Dubey, argued that the situation at RIMS remains dire. He stated that RIMS and the government are merely filing affidavits with no tangible work visible on the ground. He pointed out that decisions taken during the RIMS Governing Body (GB) meetings are not being implemented within the specified timeframe, despite previous court orders to execute them within two months.
Taking a stern view, the court orally remarked that if its orders regarding the implementation of GB decisions are not complied with, it may initiate contempt proceedings against the members of the Governing Body.

Specific Complaints And Directives
Advocate Dubey specifically highlighted a report from Dainik Jagran regarding the lack of blankets and bedsheets at the facility, prompting the court to include this issue in the JHALSA investigation.
To ensure accountability, the court also directed the petitioner to submit a tabular chart detailing the work actually completed in light of the affidavits filed by the government and RIMS, as compared to the court's previous directive date October 10, 2025.
The next hearing for the case is scheduled for December 3.
