Despite strict directives from Jharkhand Governor-cum-Chancellor Santosh Gangwar to implement the 'one person, one post' principle, Ranchi University (RU) continues to operate in violation of this norm. The practice of single individuals holding multiple charges has reportedly caused the university's administrative system to crumble, leading to severe academic delays and student distress.

Violation Of 'One Person, One Post'

Multiple senior faculty members are currently holding administrative positions alongside their academic or other responsibilities. The situation is particularly acute in the Commerce Department, where out of five staff members, two hold significant administrative posts.

Key Officials Holding Multiple Charges:

Dr Mukund Chandra Mehta: Proctor and Director of Vocational Courses.

Dr Sudesh Sahu: Dean of Student Welfare.

Dr Sanjay Singh: Head of Political Science and Controller of Examinations (In-charge).

Dr PK Jha: Head of PG History and Head of the 'Continuing Education and Development Centre' (CCDC).

Dr Smriti Singh: University PRO, Deputy Director of Vocational Courses, and Head of Chemistry.

Dr Gurucharan Sahu: Registrar and faculty in the Chemistry Department.

Website Discrepancies: The university website suffers from incomplete information. While Dr Gurucharan Sahu is listed as Registrar, his tenure start date is missing. Similarly, the tenure of his predecessor, Dr Vinod Narayan, is incomplete, listed only as "02.12.2023" without an end date.

Leadership Vacuum: Acting VCs And Vacant Posts

The state's largest university is currently operating without a permanent Vice-Chancellor (VC) or Pro-Vice-Chancellor (Pro-VC).

VC Instability:

Dr Ajit Kumar Sinha retired on June 20, 2025.

Dr DK Singh (VC of Nilamber-Pitamber University) took charge on June 21, but was removed by the Governor on July 30, following various allegations.

Current Status: The charge is now held by Dr DK Singh (VC of Jharkhand University of Technology). He holds only operational charge and cannot make policy decisions.

Operational Challenges: The current Acting VC splits his time between two universities, arriving at RU only in the second half of the day. Consequently, students must wait until the afternoon to report grievances.

Pro-VC Vacancy: The post of Pro-Vice-Chancellor has been vacant since 2023.

Academic Collapse And Session Delays

The administrative chaos has severely impacted academics. The once world-renowned Anthropology Department now has fewer than two dozen PG students. Staff shortages are rampant, with some departments operating with only one or two teachers, relying heavily on need-based faculty.

Status of Sessions:

PG Session 202527: Admission process has not started (Schedule was Aug-Sept).

UG Courses: Final semester results have not been released.

General Delay: The academic session is reportedly running a year late. 

Nursing Department Crisis: Last month, nursing students locked the administrative building in protest over massive delays. The results and exam schedules for the following sessions are delayed by 2 to 3 years:

Post Basic and Basic BSc Nursing: 2020-24, 2021-25, 2022-26, 2023-27 and 2024-28.

Note: The acting Controller of Examinations is currently focusing on resolving these specific issues.

PhD Entrance Exam Standoff

Research scholars are facing significant distress regarding the PhD entrance process.

Timeline: Notification issued in October 2024; applications accepted from December 2024 to March 2025.

Current Status: As 2025 draws to a close, the exam has not been conducted.

The Ban: Governor Santosh Gangwar has placed an immediate ban on PhD entrance exams in all state universities, directing that admissions must align strictly with UGC guidelines.

Student Grievance: Hundreds of applicants who paid fees are left in limbo, with the university providing no clear response regarding the status of their applications.
